But, again, can anyone provide any good reason why any government document should be covered by copyright?I've been waiting for an answer to this question for a long time. Declaring all-rights-reserved copyright... Anyone?

It seems to my there is a potential logical circularity here. Can congress copyright bills that define what is copyrightable? Can they claim to own the intellectual property that defines what intellectual property is?
